A DRRM Conference was held by the Office of Civil Defense (OCD) in collaboration with the Eastern Samar State University (ESSU) to commemorate the sixth year of Super Typhoon Yolanda today, 09 November 2019 at Guiuan, Eastern Samar.
The conference aims to enhance knowledge and understanding of various natural hazards, to recognize the importance of DRRM, and share DRRM interventions and practices used by Eastern Samar post-Yolanda. ESSU students, local DRRM officers, and other DRRM partner stakeholders participated in the event. Activities included a Static Display and Exhibit, a Simulation Exercise Demonstration, and lectures on Climate Change, Philippine DRRM System, and Understanding Hazards among others.
OCD Rehabilitation and Recovery Management Service (RRMS) Director Edgar L. Posadas represented Civil Defense Administrator Ricardo B Jalad and led the conference with ESSU President Dr. Edmundo A. Campoto. OCD and ESSU invited Cabinet Secretary Karlo Nograles as Guest-of-Honor together with Presidential Assistant for Visayas, Secretary Michael Dino. Other guests include Eastern Samar Governor Ben Evardone, OCD VIII Regional Director Henry Torres, ESSU Campus Administrator Andres Pagatpatan, and IATF Exec Director Rod Pino.
Interagency Task Force Yolanda Chair and Cabinet Secretary Karlo Nograles highlighted in his speech the importance of developing DRR frameworks and plans and their enhancement for a more integrated DRRM in the region. “We will continue to discuss ways to respond more effectively and efficiently while also remembering to involve and capacitate our communities. The goal shall always be zero casualty,” he said.
“Our experience with Yolanda embodies the uniqueness of a Filipino’s resilience even when major disasters strike.“ said OCD RRMS Director Posadas. Further, he emphasized the importance of recognizing the value of empowering people to help in the effort to build national resilience.
