Ensuring public service continuity amid emergencies: NDRRMC, PDRF launch PSCP Guidebook

To further guide government offices in the formulation of their Public Service Continuity Plans (PSCP), the National Disaster Risk Reduction and Management Council through the Office of Civil Defense and Philippine Disaster Resilience Foundation Inc. (PDRF) launched the Public Service Continuity Planning Guidebook today, September 30.
"The Public Service Continuity Guidebook is a step-by-step guide that focuses on the development of an agency specific public service continuity plan. The goal is to ensure that any agency is able to withstand the adversity of disruptive events and continue to operate and sustain public service." OCD Assistant Secretary Casiano Monilla said in his opening remarks.
National Economic and Development Authority Secretary Karl Kendrick Chua, Department of Science and Technology Secretary Fortunato Dela Peña, Department of the Interior and Local Government Secretary Eduardo Año, and Department of Social Welfare and Development Secretary Rolando Joselito Bautista also expressed their support to the development of PSCP of all government agencies.
NDRRMC Chairperson and National Defense Secretary Delfin Lorenzana in his message, enjoined all agencies of government to make the best use of the guidebook in crafting or enhancing their PSCPs.
“This will scale up our preparations, planned actions, and individual capacities in reducing the impact of adverse events to our service delivery. Our country needs each and every public servant to strengthen their individual preparedness to realize our shared goal of building safe communities. May this guidebook serve as a normative tool to enable state agencies to produce effective and responsive PCSPs." he said.
A book tour of the guidebook was also conducted by OCD Training Specialist Hannah Grace Escamilla. An overview of PSCP, its legal and policy bases, and its evolution in the Philippines; formulation of the public service continuity plan; PSCP forms and templates; and frequently asked questions and resources were presented.
“Together with the Office of Civil Defense, PDRF developed the Public Service Continuity Planning guidebook to provide a blueprint for public servants and to take efforts in building the disaster resilience of the public sector a step further. Our greatest hope is that this joint effort will lead toward the empowerment not just of the present generation of public servants, but also of all the generations to come,” PDRF President Butch Meily said.
The creation of government offices' PSCPs is in compliance to President Rodrigo Roa Duterte’s directive to ensure the continuous delivery of functions despite emergencies or disrupting incidents. NDRRMC was directed to monitor the compliance to the said directive.
Various trainings on PSCP have been conducted and just recently, OCD launched a two-day online orientation on PSCP on September 3-4.
