The National Disaster Risk Reduction and Management Council (NDRRMC) meeting held on 14 March 2017 and presided by DSWD Secretary Judy Taguiwalo, approved the Guidelines on the administration of the NDRRM Fund. The revised Guidelines streamline the process and reduce the processing time of funding requests from a maximum of two (2) years to a maximum of three (3) months for Local Government Units (LGUs) and one (1) year to one (1) month for National Government Agencies (NGAs).

Governor Al Francis Bichara, National President of Union of Local Authorities of the Philippines (ULAP), moved to approve the Guidelines, citing that it will increase the access of low-income and vulnerable LGUs to the Fund. DOST Undersecretary Renato U Solidum Jr seconded the motion, committing DOST’s assistance for risk assessment and validation, a key requirement for fund access.

OCD spearheaded the drafting of the Guidelines in consultation with key stakeholders, LGUs, NGAs, and Civil Society Organizations (CSOs). The initiative is supported by the Coalitions for Change program supported by the Australian Embassy and The Asia Foundation partnership in the Philippines.
