OCD 5, with the help of the PNP and the 901st IBDE, PA, released a total of 32,183 pieces of various NFIs in the form of sakoline, facemask, water drums, pail and dipper, to assisting agencies such as DPWH, PSWDO and PHO Albay, and DEPED, as well as directly to the City/Municipal governments of Legazpi, Tabaco, Ligao, Daraga, Camalig, Guinobatan, Malilipot and Sto Domingo.
It can be recalled that on 13 January 2018 at around 4:21 in the afternoon, a phreatic explosion occurred emitting a grayish steam and ash plume at approximately 2500 m high. Such event prompted the authorities to raise the alert level of Mayon Volcano from level 1 to 2, and within 24 hours from its first explosion, to level 3 and finally to level 4. Since then, the volcano manifested a series of abnormal activities including loud rumbling sounds, lahar flow, lava collapse and lava fountaining in seemingly increasing episodes.
As of RDRRMC latest report, the total affected families is now at 22,621. Of this number, 15,242 are served inside the 53 evacuation centers (schools) resulting in water, sanitation and hygiene issues. Meanwhile, the use of schools as temporary shelters for the displaced families also displaced the young learners attending the 53 schools.
During the briefing with President Rodrigo Roa Duterte re Preparedness and Response Actions on the Mayon Volcano Eruption held on 29 January 2018, the president ordered that priority be given to the water, sanitation and hygiene needs inside the evacuation centers.
The sakoline released to DepEd will be used for the installation of temporary learning facilities while those released to DPWH 2nd DEO and Albay PHO are intended for the temporary toilets at the evacuation centers.
To date, authorities are bent on discussing long-term solutions to address the issues concerning displaced students and the perennial problem concerning WASH during calamities. In the meantime, measures are being made to ensure that the ill effects of Mayon volcano’s restiveness to the students, and the education sector as a whole, are minimized.
