NDRRMC Executive Director and Civil Defense Administrator Usec Ricardo B Jalad met with Presidential Management Staff Undersecretary for Disaster Resiliency Karen Jimeno and Usec Dale Cabrera of the Office of the Cabinet secretary in a round table discussion at the National DRRM Operations Center in Camp Aguinaldo on 25 July 2018.


Immediately after the State of the Nation’s Address (SONA) of President Rodrigo Roa Duterte on 23 July 2018, OCD had a discussion with Usec Jimeno and Usec Cabrera to discuss the proposed bill creating the Department of Disaster Resilience.

In the PRRD’s statement during his recent SONA, he gave emphasis on the urgency to pass a law creating a separate department with the primary mandate of disaster management.

“We need a truly empowered department characterized by a unity of command, science-based approach and full-time focus on natural hazards and disasters, and the wherewithal to take charge of the disaster risk reduction; preparedness and response; with better recovery and faster rehabilitation,” says President Duterte.

“An inter-agency crafted and a high-priority measure aimed at genuinely strengthening our country’s capacity for [resilience] to natural disasters. I fervently appeal to Congress to pass this bill with utmost urgency. Our people’s safety requirements cannot wait,” he added.

OCD officials also attended the event. The Philippine DRRM System was presented followed by a discussion among the Undersecretaries.
