The National Disaster Risk Reduction and Management Council held its 4th Quarter Full Council Meeting on 30 October 2020, discussing the updated NDRRM Framework and Plan for 2020-2030; weather and La Niña updates; 2016-2020 NDRRM Fund utilization; tsunami preparedness and the observance of World Tsunami Awareness Day; the 4th Quarter Nationwide Simultaneous Earthquake Drill; Prevention and Mitigation Cluster Resolution on Strengthening the River Basin Management System (RBMS); draft resolution recommending the declaration of a State of Calamity in the Greater Metro Manila and other areas in the event of a major earthquake along the West Valley Fault and Manila Trench; and the Operation LISTO Protocols for the Management of Emerging Infectious Disease.

The updated NDRRM Framework and Plan for 2020-2030 which was approved during the meeting, establishes the linkage between disaster risk reduction and management (DRRM), climate change adaptation (CCA), and human security by focusing on climate and disaster risks.

The updated NDRRMF/P was the product of a participatory and consultative process among the NDRRMC Member Agencies, RDDRMCs, Local DRR Management Offices, the Civil Society Organizations, the academe, private sector, humanitarian assistance actors and other partners and stakeholders at various levels.
