OCD CALABARZON, in coordination with DILG CALABARZON, conducted its second leg of Staff and Command Post Exercises (StaffEx-CPEx) for Hydrometeorological Hazards for the Province of Laguna. Twenty Laguna Local DRRMOs, in addition to the Provincial DRRMO, participated in the said activity held at Bay Municipal Conference Hall, Bay, Laguna on 30 May 2016.

Hon. Mayor Bruno T. Ramos of Bay, Laguna welcomed the participants and thanked the organizers for the conduct of the StaffEx and CPEx, which is timely and relevant given the onset of the rainy season.

Durignt he StaffEx and CPEx, the participants were divided into four groups. Ret Commo Rosauro Gonzales Jracted as the head facilitator, together with members of OCD and DILG CALABARZON as co-facilitators.

The participants worked on the master scenario that a super typhoon was approaching and its projected track shows CALABARZON will be directly hit within days. They were progressively given severe weather bulletins and injects that provide updates on the development of the typhoon and its effects to Laguna.

The participants were required to present their courses of actions for the given scenarios based on their knowledge of their existing operating procedures and protocols. They were also asked to give mock presentations to their Local Chief Executives and the President of the Philippines.

Before the exercise was ended, Laguna Association of DRRM Officers President and San Pablo City DRRM Officers Victor Rivera and Laguna Provincial DRRM Officer Aldwin Cejo thanked the organizers for the conduct of the StaffEx and CPEx and gave some points for improvement. They also highlighted the importance of applying what the LDRRMOs learned to their respective home units and how the LDRRMOs could also perform the same exercise down to the barangay levels.

The series of StaffEx and CPEx being conducted by OCD IV-A, in partnership with DILG IV-A, aim to improve the awareness levels of the LDRRMO staff and the local government unit in preparing and responding to disasters, and to practice emergency processes and protocols as per standard operating procedures being practiced by RDRRMC IV-A, and as provided for in the NDRRMC guidelines, which is supported by DILG’s Operation Listo Disaster Preparedness Manual for Local Government Units.

The said exercise will be conducted for the Provinces of Quezon, Batangas, and Cavite this month of June 2016.
