Emphasizing the continuing enhancement of capabilities in disaster risk reduction and management (DRRM), officials of the National Disaster Risk Reduction and Management Council (NDRRMC), the Office of Civil Defense (OCD) and the CARAGA Regional DRRM Council inaugurated today the newly built alternate Government Command and Control Center (GCCC) in Butuan City, today, June 16, 2022.
“The construction of this alternate command center is part of our endeavor to ensure continuity of operations and to strengthen our capacity in providing services to the public in times of emergency,” said Civil Defense Deputy Administrator for Administration Assistant Secretary Hernando Caraig Jr.
“We are witnessing the actualization of this initiative [GCCC] – a testament of our continuous commitment to further enhance our capabilities in DRRM towards the attainment of our mission to build safer and resilient communities. “ he added.
The assistant secretary also noted the importance of modernization and establishment of responsive critical facilities in providing effective delivery of services in times of disaster.
Undersecretary Reynaldo Mapagu of the Department of National Defense, representing Defense Secretary Delfin Lorenzana, led the ribbon cutting ceremony and blessing of the alternate GCCC with Asec Caraig and officials of the Department of Public Works and Highways, RDRRMC Caraga and the local government units of the region.
In his message, Usec Mapagu said that the establishment of the CARAGA GCCC is a demonstration of President Rodrigo Roa Duterte’s support to the strengthening of the country’s DRRM system.
“This is yet another manifestation of the President’s genuine concern for the people’s safety, and proof of his efforts to attain disaster preparedness and resilience in the Philippines.” he said.
The alternate GCCCs will operate similarly to the NDRRM Operations Center and will use satellite communications with real-time video, voice, and data transmission. ICT equipment including video wall system, projector and network attached storage, high-frequency based radio are installed in the facilities.
These GCCCs will serve as backup hubs to ensure continuity of emergency operations in the event of disasters or any incidents that may compromise the functionality of the NDRRM Operations Center in Camp Aguinaldo, Quezon City.
The two other GCCCs are located in Nueva Ecija, and Cebu. OCD recently inaugurated the GCCC in Fort Magsaysay, Nueva Ecija on April 29, 2022.
The DPWH under its FY 2019 General Appropriations Act funded the GCCC construction in Visayas and Mindanao while the Department of National Defense under its Quick Response Fund, funded the facility in Luzon.
The ceremony was attended by officials and personnel from the members of Caraga Regional DRRM Council, Butuan City DRRMC, and uniformed services.
The establishment of the facility is pursuant to President Rodrigo Roa Duterte’s directive on December 5, 2017, ordering the construction of alternate GCCCs in three major islands of the country.
